How were these numbers calculated?

We used NYC Open Data’s Motor Vehicle Collisions datasets: Crashes (h9gi-nx95), Persons (f55k-p6yu), and Vehicles (bm4k-52h4). We filtered records to Council District 21 and the date window 2022-01-01 to 2025-09-10, then counted crashes, injuries, and deaths, and isolated pedestrian and cyclist victims. Hour-of-day and location summaries come from the same filtered sets. Because NYC Open Data does not provide a native Council District filter, we applied a Council District 21 boundary overlay to assign records by location. Police told the Daily News that a woman in her 60s or 70s was standing in the northbound bike lane on 99th Street near 57th Avenue in Corona around 1:30 a.m. when a driver in a dark-colored SUV hit her and continued north on 99th Street. Medics took the woman to NewYork-Presbyterian Queens, where she died. Police said no arrests had been made as of the article’s publication.

Official crash records list one pedestrian killed and one injured, and record the killed pedestrian as a 27-year-old man crossing in a marked crosswalk at 102nd Street and 32nd Avenue. News reports placed the crash at or near 102nd Street and 37th Avenue, and QNS reported that investigators said the driver was speeding southbound before the impact.

We calculate these costs using a method developed by the National Highway Traffic Safety Administration, or NHTSA. It gives one set of costs for crashes with injuries and another for crashes with no reported injuries.

Crashes with injuries cost much more because the method includes things like lost work, medical care, and long-term harm. NHTSA says crash costs include "lost productivity, medical, legal and court costs, emergency service, insurance administration, congestion, property damage, and workplace losses."

These are estimates, not bills. "Other harm" is the part of the broader estimate that goes beyond direct bills and insurance claims. It captures pain, disability, and lost quality of life.
