A 46-year-old cyclist riding east on East 83rd Street was killed at Flatlands Avenue in Brooklyn when a southbound BMW driver hit him head-on at night. According to the police report, officers recorded “Traffic Control Disregarded” as a contributing factor. The cyclist was ejected and suffered severe head bleeding, and police noted an apparent death at the scene.
